In 1999, Paul Nutt published a study of more than 400 strategic decisions across organisations in the US, Canada, and Europe. More than half of them failed for the same reason: people imposed solutions and used positional power to push them through before anyone framed the problem. The analysis was fine. The art and science of decision making failed earlier, in the framing.
I have sat through decades of this split treated as real. Conferences put "art" on one side of the stage and "science" on the other, as if a Decider must pick a lane and spend a career there. The split flatters both camps and threatens neither. Analysts get to claim that failures are judgment problems. Executives get to claim that analysis missed the point. Neither has to sit down and say what they assumed.
The art and science of decision making is the single act of framing a choice under uncertainty, stating the assumptions that carry it, and judging when the evidence is sufficient to commit.
The art and science of decision making collapse in a fire station
Gary Klein spent years studying urban fireground commanders making calls that could kill people in the next ninety seconds. The tidy academic theory said novices jump at the first option while experts weigh alternatives. Klein found the opposite. In more than 80 percent of decision points, experienced commanders recognised the situation and generated one workable course of action without comparing options at all. The expert-versus-novice model was convenient for people who sell decision-support tools. It had nothing to do with how decisions actually get made under pressure.
What the commanders were doing was compressed discipline: hundreds of prior situations turned into a pattern library deployed in seconds. Their "intuition" was not a feeling but accumulated evidence made implicit, and that is where the danger sits, because implicit knowledge cannot be examined. If a commander cannot articulate the pattern he recognised, nobody else can challenge whether it fits. The fire station looks like vindication for gut instinct, but only to people who never asked what was behind the gut.

What a $327 million assumption looks like
On 23 September 1999, NASA lost the Mars Climate Orbiter when it entered the Martian atmosphere at the wrong altitude. One ground team calculated thruster force in pounds-force. Another assumed the numbers were in newtons. The mismatch went undetected through 286 days of transit. Both teams did the maths correctly. The science was pristine. What nobody did was state the assumption.
I use this example often because it eliminates the most common excuse. These were the people who put hardware on Mars. Brains and budgets were not the missing ingredient. They lacked one question, and it cost $327 million. The question was not complicated. It was uncomfortable, because stating an assumption means admitting you do not know something. Admitting ignorance in front of colleagues is the one thing that organisational hierarchies punish most reliably.
Nobody in any of the three teams had a reason to raise it. The engineers were paid to calculate, not to question the brief. The managers were paid to keep the schedule, not to slow it down. The one question that would have saved the mission had no budget line and no champion. This is where the discipline collapses the distinction: recognising assumptions in decision making does not require a specialist team. It requires nerve.
Why the art and science of decision making stays split
The split serves people who sell complexity. If framing and analysis are separate talents, you need separate specialists for each: a data team for the science and an executive coach for the art. This is not a conspiracy; it is ordinary commercial incentive. A working decision science collapses that into a single Decider. The people who bill hours on each half have good reasons to keep the two halves apart.
Roger Estall and I built the method around the opposite assumption: that the person closest to the decision is the person who should make it, and that person needs a discipline, not a department. That discipline puts the art and science of decision making in one sequence, done by one person. There is no handoff between "the art side" and "the science side" because the handoff is where decisions die.
Sufficient certainty is the reconciliation
If you split art from science, you get two stopping rules: the analyst says "we need more data" and the executive says "I have a feeling." Neither states what evidence would be enough. The science of decision making becomes a demand for more data. The art becomes a licence to guess.
Sufficient certainty asks a different question: have we identified the assumptions that carry this decision, and do we know enough about each one to act? That question is judgment and discipline in the same breath, because somebody must weigh which assumptions matter and each one must be stated openly. Roger and I wrote Deciding around that single question because nobody else was asking it. Separating the judgment from the evidence is how you lose $327 million.
The next time someone frames the art and science of decision making as a choice between two talents, the honest answer is that the question itself is a dodge. Sound judgment is not a gift you either have or do not. It is a discipline you practise by examining what you took for granted and saying it out loud. The people who keep asking whether it is art or science usually have a service to sell that depends on the answer staying unclear.
